தி.மு.க தலைவர் ஸ்டாலின் தலைமையிலான புதிய அரசு அமைந்த பின்னர், ஆளுநர் உரையுடன் தமிழக சட்டப்பேரவைக் கூட்டத்தொடர் சென்னை கலைவாணர் அரங்கில் தொடங்கியது. முதல் கூட்டத்தொடர் என்பதால் ஆளுநர் உரையுடன் தொடங்கியது. இதில், உரையாற்றிய ஆளுநர் பன்வாரிலால் புரோகித், ரிசர்வ் வங்கி முன்னாள் ஆளுநர் ரகுராம் ராஜன் தலைமையில் முதலமைச்சருக்கான பொருளாதார ஆலோசனைகள் குழு உருவாக்கப்படும் என்று அறிவித்தார்.

மத்தியப்பிரதேசத்தில் தமிழ் குடும்பம் ஒன்றில் 1963ம் ஆண்டு பிப்ரவரி 3ம் தேதி பிறந்தவர் ரகுராம் ராஜன். உலகின் முன்னணி பொருளாதார நிபுணரான இவர், இந்திய அரசின் 15-வது தலைமை பொருளாதார ஆலோசகராகக் கடந்த ஆகஸ்ட் 10, 2021 முதல் செப்டம்பர் 4, 2013ம் ஆண்டு வரை பதவி வகித்தவர். 2003 – 2006 காலகட்டத்தில் சர்வதேச நாணய நிதியத்தின் தலைமை பொருளாதார நிபுணராகவும் ஆய்வுத் துறைத் தலைவராகவும் பதவி வகித்தவர். 2013 செப்டம்பர் 4 முதல் 2016 செப்டம்பர் 4-ம் தேதி வரையில் ரிசர்வ் வங்கியின் ஆளுநராக இருந்தார். ரிசர்வ் வங்கியின் ஆளுநராக இருந்தபோது 2015-ல் சர்வதேச வங்கிகளுக்கான தீர்ப்பாயத்தின் துணைத்தலைவராகவும் தேர்ந்தெடுக்கப்பட்டவர்.
சர்வதேச அளவில் புகழ்பெற்ற பொருளாதார நிபுணரான இவர், 40 வயதுக்குள் சாதனை புரிந்த பொருளாதார வல்லுநர்களுக்கு வழங்கப்படும் Fischer Black Prize முதல் விருதை வென்றவர். அதேபோல், 2016-ல் டைம் இதழ் உலகின் பவர்ஃபுல்லான 100 மனிதர்கள் பட்டியலில் இவரையும் சேர்த்து கௌரவப்படுத்தியிருந்தது. பிரதமர் மோடி தலைமையிலான பா.ஜ.க அரசோடு ஏற்பட்ட கருத்து வேறுபாடு காரணமாக ரிசர்வ் வங்கி ஆளுநர் பதவி நீட்டிக்கப்பட வாய்ப்பு இருந்தும் அதிலிருந்து வெளியேறினார். தற்போது அமெரிக்காவின் சிகாகோ ஸ்கூல் ஆஃப் பிஸினஸ் இன்ஸ்டிடியூட்டில் கௌரவ பேராசியராக இருந்து வருகிறார்.
