இந்தியாவில் 1991-ம் ஆண்டு காங்கிரஸ் ஆட்சியில் பி.வி.நரசிம்மராவ் பிரதமராக இருந்தபோது முன்னாள் பிரதமர் மன்மோகன் சிங்குக்கு நிதியமைச்சர் பதவி வழங்கப்பட்டது. அப்போது மிகவும் மோசமான நிலையில் இருந்த இந்தியாவின் பொருளாதாரத்தை மீட்கும் வகையில் பல பொருளாதார கொள்கைகளை அறிமுகப்படுத்தினார். அந்த வகையில், ஜூலை மாதம் 24-ம் தேதி 1991-ம் ஆண்டு பட்ஜெட் உரையின்போது இந்தியாவின் தாராளமயமாக்கல் கொள்கையை மன்மோகன் சிங் அறிவித்தார். இதனைத் தொடர்ந்து இந்தியாவின் பொருளாதாரம் மிகப்பெரிய அளவில் மாற்றத்தை அடைந்து வந்தது. இதனை நினைவுகூறும் வகையில் மன்மோகன் சிங் அறிக்கை ஒன்றை வெளியிட்டுள்ளார்.
