வன்னியர் சங்கம் பா.ம.க-வாக உருவெடுத்தது எப்படி?

1989ம் ஆண்டு ஜூலை 16-ல் சென்னை சீரணி அரங்கில் பாட்டாளி மக்கள் கட்சியைத் தொடங்கினார் டாக்டர் ராமதாஸ். வன்னியர்களுக்கு மட்டுமல்லாது ஒடுக்கப்பட்ட, உழைக்கும் மக்கள் அனைவருக்குமான கட்சியாக இது இருக்கும் என்று சொல்லப்பட்டது. பா.ம.க-வுக்கு விதை போடப்பட்டது எப்போது?

விழுப்புரம் மாவட்டம் கீழ்சிவரி கிராமத்தில் 1939ம் ஆண்டு ஜூலை 25-ம் தேதி பிறந்தவர் ராமதாஸ். மருத்துவராகத் தேர்ச்சிபெற்று அரசுப் பணியில் இணைந்த அவர் சிறிதுகாலமே அதில் தொடர்ந்தார். மக்களுக்குப் பணி செய்ய வேண்டும் என்ற நோக்கில் அரசுப் பணியைத் துறந்த ராமதாஸ், திண்டிவனத்தில் மருத்துவமனையை ஏற்படுத்தி குறைந்த செலவில் மக்களுக்கு மருத்துவம் பார்த்து வந்தார். அப்போது தமிழகத்தில் பிற்படுத்தப்பட்ட வகுப்பினருக்கு 50% இட ஒதுக்கீடு அளிக்கப்பட்ட போதிலும், அதை முன்னேறிய நிலையில் இருந்தவர்கள் மட்டுமே அனுபவித்து வந்ததாக குமுறல் இருந்தது. மிகவும் பிற்படுத்தப்பட்ட சமுதாய மக்களுக்கு கல்வி, வேலைவாய்ப்பில் உரிய வாய்ப்புகள் வழங்கப்படவில்லை என்ற குற்றச்சாட்டும் இருந்தது.

இந்த குறைகளைக் களைய வேண்டும் என்று கூறி 1980-களின் தொடக்கத்தில் ஏ.கே.நடராசன் தலைமையிலான சமூக நற்பணி மன்றம் பல்வேறு போராட்டங்களை முன்னெடுத்து வந்தது. அந்த சங்கத்தின் திண்டிவனம் பொறுப்பாளராக ராமதாஸ் இருந்தார். ஏ.கே.நடராசன் லார்சன் – டூப்ரோ நிறுவனத்தின் உயர் பணியில் இருந்ததால், இந்த போராட்டங்களை அவரால் முழுமூச்சில் நடத்த முடியவில்லை. அப்போது தீவிரமாகக் களப்பணியாற்றிய ராமதாஸை வன்னியர் சங்கத்தினர் முன்னோடியாக ஏற்றுக்கொண்டனர். வன்னிய மக்களுக்கு இட ஒதுக்கீடு பெற்றுத்த வேண்டும் என்று எண்ணிய அவர், பல போராட்டங்களிலும் தொடர்ந்து கலந்துகொண்டு வந்தார். இந்த சூழ்நிலையில், 1980ம் ஆண்டு ஜூலை 7-ம் தேதி தமிழகம் முழுவதும் இருந்த 28 வன்னிய அமைப்புகளின் தலைவர்களைத் தனது திண்டிவனம் இல்லத்துக்கு அழைத்து ராமதாஸ் ஆலோசனை நடத்தினார். அந்த கூட்டத்தில் வன்னியர் சங்கம் என்ற அமைப்பை உருவாக்க திட்டமிடப்பட்டது. அதன் தலைவர் பொறுப்பை ஏற்க மறுத்துவிட்ட ராமதாஸ், நிறுவனராகத் தொடர்வேன் என்றார். அப்போது சங்கத்தின் தலைவராக ஆர்.கோபால் நியமிக்கப்பட்டார். சில ஆண்டுகள் கழித்து வன்னியர் சங்கத் தலைவராக ராமதாஸ் வர வேண்டும் என்று எழுந்த கோரிக்கையையும் நிராகரித்துவிட்டு, ஓய்வுபெற்ற ஐ.ஏ.எஸ் அதிகாரி சா.சுப்பிரமணியனை தலைவராக நியமித்தார்.

வன்னியர் சங்கம் தொடங்கப்பட்ட பின்னர் ஈரோடு மாவட்டம் கருங்கல் பாளையத்தில் ராமதாஸ் தலைமையில் முதல் மாநாடு நடைபெற்றது. அந்தக் கூட்டத்தில்,“அனைத்து சமுதாயத்தினருக்கும் அவரவர் மக்கள் தொகைக்கு ஏற்றவகையில் இட ஒதுக்கீடு வழங்கப்பட வேண்டும். அந்த வகையில் வன்னியர்களுக்கு 20% இட ஒதுக்கீடு வழங்கப்பட வேண்டும். மத்திய அரசின் கல்வி மற்றும் வேலைவாய்ப்புகளில் 2% இட ஒதுக்கீடு வழங்கப்பட வேண்டும்’’ என்று தீர்மானம் நிறைவேற்றப்பட்டது. அதன்பின்னர், இதே கோரிக்கையை வலியுறுத்தி 1984 மார்ச் 15-ல் சென்னை கடற்கரை உழைப்பாளர் சிலை அருகில் ஒருநாள் உண்ணாவிரதப் போராட்டமும், 1985 ஆகஸ்ட் 25-ல் ஆகஸ்ட் பேரணியும் சென்னையில் நடத்தப்பட்டது.

அதன்பின்னர் 20% இடஒதுக்கீடு கோரிக்கையை வலியுறுத்தி வன்னியர் சங்கம் சார்பில் தொடர் போராட்டங்கள் முன்னெடுக்கப்பட்டன. 1986 மே 6-ம் தேதி ஒருநாள் சாலை மறியல் போராட்டமும் அதே ஆண்டு டிசம்பர் 19-ல் ரயில் மறியல் போராட்டமும் நடத்தப்பட்டது. தொடர் போராட்டங்களுக்கு அரசு தரப்பில் செவிசாய்க்காத நிலையில், 1987 செப்டம்பர் 17-23 ஒருவாரம் தொடர் சாலை மறியல் போராட்டத்தில் ஈடுபடுவதென குற்றாலத்தில் நடைபெற்ற கூட்டத்தில் முடிவெடுக்கப்பட்டது. போராட்டத்துக்கு ஒரு சில நாட்களுக்கு முன்பு திண்டிவனத்தில் ராமதாஸைக் கைது செய்ய போலீஸார் தேடுதல் வேட்டை நடத்தினர். அங்கிருந்து புதுச்சேரி தப்பிச் சென்ற அவர் ஒரு ஹோட்டலில் தங்கியிருந்தார். அங்கும் போலீஸார் சென்ற நிலையில், மாறுவேடத்தில் தப்பிச் சென்றதாகச் சொல்கிறார்கள். திருவண்ணாமலை அருகே ஒரு கிராமத்தில் தங்கியிருந்த அவர், போராட்டம் நடக்கும் நாளில் திண்டிவனம் வந்து போராட்டத்தில் கலந்துகொண்டார். பின்னர் அவர் கைது செய்யப்பட்டு சென்னை மத்திய சிறையில் அடைக்கப்பட்டார்.

சுமார் ஒருவார காலம் தொடர்ந்து நடைபெற்ற தீவிரமான போராட்டத்தில் போலீஸார் நடத்திய துப்பாக்கிச் சூட்டில் மட்டும் 21 பேர் உயிரிழந்தனர். இந்தப் போராட்டம் தொடர்பாக வட மாவட்டங்களில் மட்டும் 20,461 பேர் கைது செய்யப்பட்டதாக சொல்லப்பட்டது. வட மாவட்டங்களுக்கும் தென் மாவட்டங்களுக்கும் இடையேயான போக்குவரத்து முற்றிலும் துண்டிக்கப்பட்டது. சாலைகளில் மரங்கள் வெட்டி போடப்பட்டன. இந்தப் போராட்டத்துக்குப் பின்னர் வன்னிய சமுதாய மக்கள் மத்தியில் பெரும் சக்தியாக ராமதாஸ் உருவெடுத்தார். போராட்டம் நடந்தபோது சிகிச்சைக்காக அமெரிக்கா சென்றிருந்த முதலமைச்சர் எம்.ஜி.ஆர், தமிழகம் திரும்பிய பின்னர் 1987-ம் ஆண்டு நவம்பர் 25-ல் அனைத்து சமுதாயத் தலைவர்களையும் அழைத்து ஆலோசனை நடத்தினார். வன்னிய சமுதாய மக்களின் கோரிக்கைகளை நிறைவேற்றித் தருவதாக எம்.ஜி.ஆர் உறுதியளித்தார். ஆனால், அடுத்த சில வாரங்களிலேயே உடல் நலக்குறைவால் எம்.ஜி.ஆர் உயிரிழந்தார். இதனால், தமிழகத்தில் அ.தி.மு.க ஆட்சி கலைக்கப்பட்டு குடியரசுத் தலைவர் ஆட்சி அமலானது. அப்போது சென்னை ஆளுநர் மாளிகையில் அப்போதைய குடியரசுத் தலைவர் ஆர்.வெங்கட்ராமனை நேரில் சந்தித்த ராமதாஸ் தலைமையிலான 11 பேர் கொண்ட குழுவினர் 1988-ம் ஆண்டு மே 11-ல் இடஒதுக்கீடு கோரிக்கையை வலியுறுத்தினர். ஆனால், அது நிராகரிக்கப்படவே, 1989ம் ஆண்டு தேர்தலை புறக்கணிப்பது என வன்னியர் சங்கம் முடிவெடுத்தது.

கட்சியின் பொதுச்செயலாளராக தலித் ஒருவரைத்தான் நியமிக்க முடியும் என கட்சி விதிகளை ஏற்படுத்திய ராமதாஸ், பாட்டாளி மக்கள் கட்சியின் முதல் பொதுச்செயலாளராக தலித் எழில்மலையை நியமித்தார். தலைவராக பேராசிரியர் தீரன் நியமிக்கப்பட்ட நிலையில், தென் மாவட்டங்களைச் சேர்ந்த பட்டியலினத்தைச் சேர்ந்த பலருக்கு முக்கியப் பொறுப்புகள் வழங்கப்பட்டன. அதேபோல், சிறுபான்மை சமூகத்துக்கு முக்கியத்துவம் அளிக்கப்பட வேண்டும் என்ற நோக்கில் 13 ஆண்டுகள் சிறையில் இருந்து விடுதலையான குணங்குடி ஹனீபா பா.ம.கவின் முதல் பொருளாளராக நியமிக்கப்பட்டார். கட்சி தொடங்கிய ஆறு மாதங்களுக்குள்ளாகவே வேலூர் பெரணமல்லூர் தொகுதி இடைத்தேர்தலில் முதல்முறையாகப் போட்டியிட்ட பா.ம.க வெற்றிபெறவில்லை. அந்தத் தேர்தலில் 22,000 வாக்குகள் பெற்று தமிழக அரசியல் பயணத்தைத் தொடங்கியது.
